Today, the General Assembly of Civil Protection 2025 was inaugurated at the Confindustria headquarters in Rome. The opening ceremony was attended by the Minister for Civil Protection and Sea Policies, Nello Musumeci, the Head of Department, Fabio Ciciliano, and several government ministers.
In his opening remarks, Minister Musumeci conveyed a message from the President of the Italian Republic, Sergio Mattarella. President Mattarella commended the professionalism and dedication of the various components involved in the system’s intervention in his message. Minister Musumeci emphasized “the need to focus on risk forecasting, prevention, and ensuring the safety of the territory.”
Prime Minister Giorgia Meloni also attended the opening of the panels with a video message, stressing that this first edition of the General Assembly of Civil Protection is “a valuable opportunity for discussion and dialogue among all the stakeholders in the system to identify concrete solutions to the old and new problems that our country is called upon to address: the structural instability of Italy’s territory, extreme events linked to climate change, and the recent emergencies that have affected Italy.” This three-day event “will serve to strengthen and reinforce the Italian civil protection system, a model of which we are all proud and which in recent years has become a European and international benchmark,” said the Prime Minister.
“Recent civil protection events,” said the Head of Department, Fabio Ciciliano, “have highlighted the need to renew the entire system through integrated and sustainable strategies to guarantee the safety of citizens and the territory through prevention actions. By strengthening civil protection of proximity, the response to emergencies is more effective where there is a fully functioning coordination system”.
In his speech, the Undersecretary of State to the Presidency of the Council of Ministers, Alfredo Mantovano, highlighted: “The ability demonstrated by the Italian civil protection to deploy and rapidly coordinate the best national resources is a model for every public administration”.
The claim chosen for the General Assembly, “Let’s anticipate changes and strengthen responses,” in line with the remarks made by the Minister and the Head of Department, underlines the importance of consolidating the National Civil Protection Service also through cooperation between international, national, and territorial institutions.
The Director of DG ECHO, Michela Matuella, also attended the event and focused her speech on European perspectives on civil protection.
The work continued with a plenary session moderated by Natale Mazzei, the Deputy Head of Department. During this session, representatives from various regions and local authorities discussed the contributions made by the National Service components during recent emergencies.
The closing session, moderated by the Director of the Emergency Management Office, Luigi D’Angelo, was instead a productive and effective dialogue between representatives of the operational structures and the scientific community on emergency management.
